Joe Mutugu is a seasoned public and private sector executive with extensive experience in infrastructure development, real estate, institutional transformation, and strategic execution. His immediate prior engagement was in the Executive Office of the President, where he has played a central role in coordinating and driving the implementation of national priority programmes. Previously, he held senior leadership positions in the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works, Old Mutual, NIC Bank (now NCBA), Acorn Group, and other leading organisations.
Mr Mutugu has won recognition for his ability to lead complex organisations, mobilise investment, structure innovative financing solutions, and deliver large-scale transformation programmes. Over the course of his career, he has led complex reforms and high-impact projects, while successfully guiding high-growth institutions operating in rapidly evolving environments. He has extensive experience working with governments, development finance institutions, investors, and private sector partners across Africa, Europe, Asia, and North America.
Mr Mutugu holds a Master of Business Administration (MBA) from Harvard Business School, a Master of Science in Financial Economics from the University of Oxford, and a Bachelor of Commerce degree from the University of Nairobi. He brings to the Affordable Housing Board extensive experience in leading complex institutions, delivering transformative programmes, mobilising investment, and strengthening governance, together with a deep commitment to expanding access to decent, dignified, and affordable housing for all Kenyans.
